SCFF's response to the Clyde Herring consultation - July 2026
SCFF does not support the proposed rollover TAC of 583 tonnes for Clyde herring in 2026. Clyde herring remains a severely depleted, data-limited stock with no meaningful current commercial dependency. In our view, it should be prioritised for recovery, not treated as a routine commercial fishing opportunity.

SCFF welcomed the opportunity to contribute evidence to the All Party Parliamentary Group on Fisheries call for evidence on an Action Plan for a Thriving and Sustainable UK Fishing Industry.
The UK already has much of the legal and policy framework required to deliver sustainable fisheries, including the Fisheries Act 2020, the Joint Fisheries Statement, the UK Marine Strategy, national marine plans, and wider commitments under the UN Sustainable Development Goals. The central challenge now is delivery.

Razor clams are a shellfish species residing in sandy habitats in shallow inshore water around Scotland. They have been fished through a variety of methods in recent times, from artisanal hand-gathering on the shore to dredging, and most recently in a scientific trial using electric current. In Scotland, two species are harvested: Ensis magnus and Ensis siliqua.
The scientific trial on fishing for razor clams using electric current has been underway since 2018. The Scottish Government sought views on whether a commercial fishery for razor clams should be established, based on the findings and outcomes of the scientific trial.

This consultation invited the views of stakeholders on the future of the Clyde Seasonal Closure beyond 2026. It aimed to gather input on supporting the recovery of spawning cod populations in the Clyde and how this can contribute to the broader regeneration of stocks.

This formal complaint and associated documentation submitted by SCFF relate specifically to the statement in the Clyde Seasonal Closure 2026 consultation response asserting that there is “no evidence identifying which fishing methods have the greatest, or least impact” in relation to disturbance of spawning cod, and to the consequent decision to continue prohibiting creel fishing alongside mobile bottom-towed gears.
